BOARD OF MANAGERS’ MEETING
MONDAY, OCTOBER 11, 2004


President Myers called the meeting to order at 7:05 p.m. The meeting was held at the residence of Dave James.

ATTENDANCE: Tom Myers, Dave James, Anne Huber, Mary Wolff, and Cindy Sasser.
QUORUM: Presence of a quorum was verified and meeting proceeded.

GUEST RESIDENTS IN ATTENDANCE: Marilyn Myers, Diane James, and Sally Ann Hurst

Guest Comments: Sally Ann Hurst requested information about the painting of the front doors, which had been scheduled for October 2nd (rain date, October 9th). It was explained that the painter was taken ill and could not meet the contracted date to do this work. While an alternate date has not been determined, the door painting project will be scheduled for as soon as possible (weather conditions, etc) and Ms. Hurst’s door is “first on the list” to be completed, as it is in the most urgent need of painting. Dave will advise all residents scheduled for door painting of the new schedule. Sally also advised that there are cracks in the stone block walls of her lower level. The cracks seem to be going completely through and are located below the area of the meters on the outside wall. Tom will look at this situation to determine a solution. The mortar may need to be replaced –filled with hydraulic cement.

OFFICER’S REPORTS:

Secretary: Mary presented Minutes of the September meeting. There being no changes, motion was entered to accept the Minutes by Anne; seconded by Dave; vote taken, motion passed. Minutes of September meeting accepted as presented.
It was noted that Connie Grekowicz name was inadvertently left off the recognition list of owners who have volunteered their time and talent in assisting with maintenance work done around the complex. THANK YOU CONNIE.
Mary then presented report of correspondence sent/received since last meeting.

Treasurer: Anne presented Financial Statement for September 2004. . The highlights are:
Roof Replacement: Includes cost for 3225-3231 and 3233-3239 carport roof covering
Maintenance/Repairs: $754.60 Guttermaster $104.25 to George’s Plumbing
$187.69 to Capitol City Glass (being re-billed to Peabody Landscaping)
Termite and Pest Control: Sentracon System on Brookview Way building and wasp spraying of mailboxes
Motion was made to accept Treasurer’s Report by Mary, seconded by Dave; vote taken, motion passed. Treasurer’s Report for September 2004 accepted as presented. (Copy attached)
Invoices for payment were given to Anne.
Late Payers report was reviewed. One Unit Owner has an outstanding account balance of $405. Letter will be sent to the unit owner, copy to our attorney, will goal to collect all outstanding monies by November 1st.
Unit Records Transfer fee has been received for the sale of 3267 Stonecrest Court and will be deposited into the Reserve Account.

Member at Large:
Cindy submitted her resignation from the Board of Directors, citing personal reasons. Resignation received and accepted by Board president on behalf of the Board.

Vice President: Dave reported on the following:
Lawn/Landscaping: we have five more mowings on our current contract. We also have a “fall cleanup” scheduled, which will include blowing out carports for leaves/debris.
Dave is in the process of securing bids for 2004-2005 snow/ice removals. Goal is to award contract no later than November 8th.
Dave REMINDS ALL RESIDENTS THAT OCTOBER IS THE DEADLINE FOR REMOVING ALL HOSES FROM OUTSIDE TAPS, AND REMOVING ALL ITEMS FROM CARPORT STORAGE EXCEPT FOR HOSE REEL AND FIREWOOD. PLEASE HAVE CARPORTS CLEARED NO LATER THAN OCTOBER 31st.
Dumpster signs have been installed.
Dave requested funds to purchase additional net-lights for Holiday decoration at the Village entrances. Mary entered motion to provide $100 for additional lighting; seconded by Anne; vote taken, motion passed.

President: Tom provided the following:
Carport Roofs – final two buildings have been completed with a balance due of approximately $2800. This completes our complex re-roofing project.
Gutter Installation – we are proceeding with gutter/downspout replacement installation as necessary.
Power Company post light repair being 3230-3244 Brookview Way has been completed.
Repair of cut cables for post lights – waiting for requested bids to be submitted.
Tom reported on the September meeting with the Indian Camp Grounds. The team at the Indian Camp is interested in being “good neighbors” and will do all possible to ensure that there is no encroachment from the camp onto our property. We are invited to attend future meetings and the next meeting is scheduled for October 21st at 6:30 pm at the campgrounds. (Secretary’s note: meeting has been changed to Oct. 20th, 6:30 pm). Any interested resident may attend.

Old Business:
Concerning installation of rear elevation patio doors not in compliance with replacement standards, contractor/s will replace trim to a maximum allowable size of 1-1/4 inches and door and frame will be painted with standard color (Dave will obtain paint color from Sherwin Williams).

New Business:
-Mary submitted her resignation to the Board of Directors. Resignation to take effect upon the sale of her unit, or when a replacement is found—whichever date is first. Resignation received and accepted by Tom on behalf of the Board.

-Tom received a notice of bee infestation from a Brookview Way resident/owner. An exterminator hired by the unit owner determined that the bees were entering from the adjacent rental unit, currently unoccupied. Tom will check for point of entry immediately and if it is determined that the point of entry is at the rental unit, the property management company will be notified to correct the situation immediately.

-Anne suggested that we notify all unit owners of the raise in association dues which will take effect in January of 2005.This increase was discussed in detail during the April, 2004 Annual Homeowners’ meeting. Motion entered by Anne, seconded by Dave; vote taken, motion passed. Letter will be delivered to each Owner advising of need to increase monthly assessment by $50 per unit, effective January 1, 2005.

-Tom has suggested we pursue obtaining a computer accounting program for the Association. He can download and use a suggested program for 30 days without fee. Tom and Anne can then test and use the program on a trial basis to determine if we can easily adapt it to our needs.

-Brookview Way unit owner has requested that the front door and trim be repainted and that roof be checked as water leaking has occurred. Dave will make certain the front door is on the “to be painted” list. Tom will respond to the other requests by the owner.

Next Association Board Meeting: MONDAY, NOVEMBER 8, 2004 7:00 PM to be held at the residence of Tom Myers, 3269 Stonecrest Ct.

BOARD OF MANAGERS’ MEETING
MONDAY, SEPTEMBER 13, 2004

President Myers called the meeting to order at 7:00 p.m. The meeting was held at the residence of Mary Wolff.

ATTENDANCE:
Board Members: Tom Myers, Dave James, Anne Huber, Mary Wolff, and Cindy Sasser.
Guest Residents in attendance: Marilyn Myers, Diane James, Martin Cohen, and Jenny Bowman.

QUORUM: Presence of a quorum was verified and meeting proceeded.

OFFICERS’ REPORTS:

Secretary: Mary presented Minutes of the August meeting. There being no changes, motion was entered to accept the Minutes by Cindy; seconded by Dave; vote taken, motion passed. Minutes of August meeting accepted as presented.

Mary then presented report of correspondence sent/received since last meeting.

Treasurer: Anne presented Financial Statement for August 2004. . The highlights are:
*Maintenance/Repairs: $845 - “Drains After Five” for downspout drain cleaning; $1377.90 Guttermaster for gutter replacement; $1400 General Contract work completion; $3025 Concrete Lifting project; $300 for fascia board replacement.
*Insurance: $3112.20 for July and August and includes $396.66 renewal fee.
*Miscellaneous: $373.63 for new signage.
*Invoices for payment were given to Anne.
*Late Payers report was reviewed. Anne has been in touch with some of these owners and will make contact with the others within the near future. There are six owners who are in arrears.

Mary entered motion to accept Treasurer’s Report as presented; seconded by Cindy; vote taken, motion passed.

Member at Large: Cindy reported that she and Anne had inspected units for doors that need painting. The resultant report has been submitted to Board. Cindy also noted that the tree in front of 3244 needs to be trimmed; branches heavy with berries are overhanging into the gutter. Dave and Tom will inspect to see if this is something that can be handled by them or if it will need to be contracted out.

Vice President: Dave reported on the following:
*Lawn/Landscape: Dave approved invoices from Peabody to be paid; passed to Anne for payment. Sadly, it was also noted several of the victims of the Lincoln Park Apartment Fire tragedy were employees of Peabody Landscaping. Our sympathies go out to the families.
*Concrete Lifting Project: There is one sidewalk yet to be lifted. Dave will be in touch with the contractor.
*Sign installation: Magnetic signs have been purchased for installation on all dumpsters. Dave and Tom will be purchasing and installing acrylic panels over the signs in the near future. These panels are intended to discourage their removal by vandalism.
*Front Door Painting: Dave presented two bids for the project. Motion was entered by Mary, seconded by Anne to accept bid from Jim Smock (Painting) at $35 per door with doors to be scraped, sanded, primed and painted. Contractor will supply all materials. Contract with painting contractor to include a “clean up” clause (debris created to be hauled off property) as well as a one-year guarantee on materials and labor. Vote taken, motion passed.

President: Tom
1) Tom and the Board wish to acknowledge work being done by unit owner volunteers in areas of Landscaping, driveway patching, sign installation, etc. THANK YOU TO DAVE & DIANE JAMES, CONNIE LEIST, HERMAN POULTON. ALSO, MR. POULTON IS ACKNOWLEDGED AND THANKED FOR CLEARING WEEDS AND BRUSH FROM THE ENTRANCE WAY GUARD RAIL NORTH OF THE BROOKVIEW WAY ENTRANCE. MANY THANKS TO THESE AND ALL UNIT OWNERS WHO HELP OUT AROUND THE COMPLEX. THESE VOLUNTEER EFFORTS SAVE US A LOT OF MONEY.
2) Tom received an anonymous letter, as a copy of an unsigned letter to another party. As the correspondence was unsigned, there is no way of acknowledging its receipt nor responding to the matter addressed. The letter was not addressed nor kept. NOTE: Any correspondent wishing response from the Board should be sent via e-mail or letter and signed with correspondents name, address and/or phone number in order to receive a response.
3) Tom had a phone conversation with a Brookview Way unit owner concerning the extensive remodeling taking place in her unit. The owner advised that she is in the process of obtaining all of the approvals and building permits required to complete this undertaking.
4) Unit owner advised of damage to his car which he thinks may have been done by roofing contractor re-roofing Carport. The matter was turned over to the roofing contractor who has been in contact with the unit owner.
5) Sentracon check up has been performed on the 3267-3281 Stonecrest Court system. System is performing well.
6) Building permit has been signed off noting that all final inspection approvals for the work were made on the new balcony and interior remodeling project on Brookview Way. A copy was presented for the Association’s records.
7) Fascia Board replacement and new gutter replacement have been completed on Brookview Way building
8) Two carports re roofing projects have been completed. There are two left to complete and the Board agreed, by consensus to have these last two carports roofed in October.
9) Various reports of water leaks have been reported this month and all have been addressed:
a) Brookview Way resident: exterior hose tap had been left turned on, with water shut off only at the hose end. Leak occurred at the connection of the hose bib and the hose, with water seeping down in the wall and into the basement.

NOTE TO ALL RESIDENTS: OUTSIDE WATER TAP MUST BE TURNED OFF WHEN NOT IN USE. WATER CAN LEAK DOWN INTO AND UNDER FOUNDATION CAUSING WATER INFILTRATION AND WALL AND FOUNDATION DAMAGE IF LEFT RUNNING. ALL HOSES MUST BE DISCONNECTED NO LATER THAN NOVEMBER 1ST TO PREVENT FREEZING AND BREAKING OF WATER LINES.

b) Holley Roofing repaired broken sheeting under roof covering of a Brookview Way unit.
c) Other leaks seem to be due to failure of chimney caps. DeMarco Roofing Company has offered a possible solution to repair these chimney caps. By consensus, Board approved DeMarco Roofing to repair three of these chimney caps to see how the system will work. If successful, the remedy will be included in next year’s budget to repair all chimney caps in the same way.
10) Gutter installation progress report: Gutter installation has been completed at: 3238-3240 Brookview Way, 3261, 3263, 3265 Brookview Way.
11) Power Company leased post area light repair for light behind 3240-44 Brookview Way has been ordered.
12) Cables have been cut to the postlights in the common area in front of 3241-3265 Brookview Way. A temporary repair has been made and Tom will work to obtain a quote on a permanent repair and report back to the Board.
13) Post light behind 3243-3245 Brookview Way was broken, due to cut cable and has been repaired by Dave.
14) Broken hose bib at 3251 Brookview Way has been replaced by the plumbing contractor.
15) Tree removal work by Trees by Louise has been completed, with stump grinding to be completed at a later date.
16) Tom reminded Board of meeting scheduled for September 23rd at 6:30 PM with the officials at the Indian Camp located below us. Meeting is to discuss incidences of “paint-ball” activity and nuisance trespassing of Indian Camp visitors onto our property. Tom will reconfirm date and time and advise Board.

Tom also noted that the Indian Camp meeting room is available for rent at $15 per hour and offered this as an alternative to the Upper Arlington Library for our Association Annual Meeting in April. This may be an attractive option—closer to our Association, and perhaps without the time constraints of the Library.
17) Resident has complained about missing address numbers over the carports. Dave will pursue availability and purchase of replacement numbers.

OLD BUSINESS:
1) Brookview Way resident with more than one dog in unit: Problem seems to have been corrected as second dog has not been sited.
2) Carport roofs: as reported above, Board agreed to complete last two carport roofs. Contractor has notified us that there could be a delay in obtaining the proper shingle as supplies are short due to shipments to storm ravaged areas of Florida.
3) Unit Records transfer fee will be applied to the sale of 3267 Stonecrest Court and 3280 Brookview Way. Mary will send letters to proper persons advising of this fee application.
4) New Ohio Condominium Law was reviewed in so far as it will/may affect Stonebrooke Village. Tom read from the Law Summary the items which we need to be aware of. Mary will submit to the Board for considerations, a summary of those items which we question—how do they affect Stonebrooke, how much time we will have to comply, etc. After Board consensus, Mary will seek appointment with our Association attorney to discuss.
5) Contactor working within complex was stopped from placing woodworking debris into the dumpster. And instructed to remove the deposited debris from within the dumpster.

ALL RESIDENTS PLEASE NOTE; IT IS YOUR RESPONSIBILITY TO ADVISE ANY CONTRACTOR WORKING WITHIN YOUR UNIT, THAT ANY CONSTRUCTIONS DEBRIS MUST BE HAULED AWAY (OFF-SITE BY THEM) AND MAY NOT BE PLACED INTO ANY ASSOCIATION DUMPSTER!

LIKEWISE, UNIT OWNERS MAY NOT USE THE DUMPSTERS FOR DISPOSAL OF LARGE ITEMS—OLD CARPET, FURNITURE, DRAPES OR DRAPERY HARDWARE, ETC. CARDBOARD BOXES MUST BE BROKEN DOWN PRIOR TO DEPOSITING INTO THE DUMPSTER.

LARGE ITEMS CAN BE PLACED BESIDE THE DUMPSTER FENCE, HOWEVER, BULK PICK UP MUST BE CALLED TO RETRIEVE THE ITEMS AS QUICKLY AS POSSIBLE.

NEW BUSINESS
· Tom advised of the necessity to complete gutter replacement on the front side of the Dublin Road building and the replacement of gutters and downspouts on the back side of 3255-3265 Brookview Way. He estimates $1200-$1500 to complete. Board approved Tom to obtain quotes on this work.
· Discussion regarding installation of three sliding doors that have been replaced/installed and do not meet the requirements regarding to the exterior trim size and color of the Association. Contractor from United Window will be contacted about replacing one door and bringing the exterior trim and color up to the Association standard. Tom offered possible solution for other two doors-to have existing trim removed and replaced with a considerably smaller trim and the trim and exterior door paint to be replaced with color to match (as closely as possible) to the Association standard. Tom also offered to talk/meet with the contractor involved to facilitate this change.

Association Board Meeting: MONDAY, OCTOBER 11th, 7:00 PM to be held at residence of Dave James, 3265 Brookview Way.

OFFICERS’ REPORTS:

Secretary: Mary presented Minutes of the July meeting. There being no changes, motion was entered to accept the Minutes by Cindy; seconded by Anne; vote taken, motion passed. Minutes of July meeting accepted as presented.

Mary then presented report of correspondence sent/received since last meeting.

Treasurer: Anne presented Financial Statement for July 2004. . The highlights are:
Lawn/Landscape: Includes $612.48 for dead shrubbery removal.
Maintenance/Repairs: Includes 2nd half of payment for Sentracon Termite System on the 32303-3244 Brookview Way building; $3255 to R & L Construction for the wood repairs in the complex; $212.79 to Dave and Tom for Supplies needed for repair work they completed; $119.80 to George’s Plumbing for work at 3241 Brookview. and $945 to Drains After Five for work in locating and flushing out underground drains system.
Miscellaneous includes renewal of Regenis Report subscription, postage and copying.
Withdrawal from the Association’s Reserve Account of $12,932.50 was made for R & L Construction for wood repair project.
Invoices for payment were given to Anne.
Late Payers report was reviewed. One Unit Owner has an outstanding account balance of $685. Efforts are being made to collect this balance by end of August.

Member at Large: Cindy has nothing to report.

Vice President: Dave reported on the following:
Lawn/Landscape: Approval to Anne to pay the current invoice. Contractor will be requested to mow and clear the area behind 3248-3266 Brookview Way where brush growth has gotten out of hand.
Concrete Lifting Project: nearly completed. Dave has viewed the areas involved and has a few concerns. He will be meeting with the company representative to discuss them.
Wood repair project: Contractor returning this week to complete: Skirtboards need to be replaced on replaced carport walls, and some further nailing needs to be done on dumpster surrounds. Contractor also being asked to replace rotted fascia board on 3238-3240 Brookview Way so that Guttermaster can complete installation of new gutter.
Underground downspout leader pipe cleaning work: Dave and Tom have led the completion of this work and some pipes are completely “gone”, crushed and/or filled with roots. Downspouts connected to these pipes have been turned out into the grass. On the Dublin Road building, there is still the need to cut through the fences and bring downspouts to the blacktop area 3 inch piping will be used, and all will be painted. This will be completed as soon as the weather becomes a bit cooler to work in.
Dave and Tom suggest that the Board consider contracting with Drains After Five to clean out all of the usable drains once each year. Board agrees and contract will be requested to begin in 2005.
Sentracon installation has been completed on the 3248-3266 Brookview Way building. This leaves two buildings that do not have the Sentracon system. The Board is hopeful that it can wait until 2005 - for budget reasons - for installation on these remaining buildings.
Resident guest from 3226 Brookview Way voiced concerns about water in the basement level, possibly from the roof. Tom and Dave will take a look at this to see if they can determine a cause and will work with owner on suggesting remedy.
Resident of 3261 has advised Dave and Tom of dampness in lower level of his unit. Dave and Tom looked at this area and have determined that rain water is over running gutters and shooting off onto a gravel patio area. Guttermaster to provide quote on replacing the gutter.

OWNERS ARE REMINDED THE LOWER LEVELS OF THE UNITS WERE TREATED WHEN BUILT FOR WATER-RESISTENCE, BUT WERE NOT WATERPROOFED. THE ASSOCIATION CANNOT GUARANTEE ANY WATER PROOFING OF ANY LOWER LEVEL AREAS. OWNERS MAY WANT TO CONSIDER PAINTING ON A SEALER IF PERSISTENT DAMPNESS IS A CONCERN.

All mailbox centers have been sprayed and treated for wasps/bees. Cost was $150.
Resident is in process of replacing chimney cap and has found bees under the cap. Dave is requesting resident to report description of what was found and he will pass along to Terminex for remedy suggestions.

Tom presented e-mail received from resident owner on several topics (owner present):
1) Suggest Board Meeting Minutes be emailed rather than distributed. Tom replied that our Meeting Minutes are always published on our web-site www.stonebrooke.blogspot.com . It is known, however, that several residents do not have access to a computer and our by-laws require that the Minutes are made available to all unit owners. If a unit owner would NOT to have the Minutes delivered to his/her door, just notify the Board.
2) Interested in learning about re-cycling availability. Due to the small size of our community, Columbus will not provide re-cycling item pick-up to our Association. Mary volunteered to look into any other re-cycling availability and report to the Board.
3) Gutter installation progress report: All contracted for gutters have been replaced, except on 3238-3240 Brookview Way. Guttermaster discovered rotted fascia board and as soon as this is replaced, Guttermaster will complete the work.
4) Tom presented the final, signed permit for the deck/balcony construction at 3218 Brookview Way.
5) Tom presented request of Dublin Road building resident for rental of a “reserved” parking space. Billing and use thereof at $25 per month to begin August 6th.

OLD BUSINESS:
*Brookview Way resident with two dogs in unit-letter will be sent to owner to remove second dog no later than August 14th.
*There is increasing activity in the ravine areas by paint-ball groups and the participants are using our parking lot to park their cars. Police have been called and have urged us to erect “No Trespassing” signs throughout the area. With the signs up, this will give Police authority when finding persons using our community to gain access to the ravine areas. Mary has obtained four quotes for signage and presented the quotes. Lowest bid was accepted and Mary will order the signs this week.
*Removal of dead trees – due to some internal problems, the tree company is working on a delay and now believes the job should be completed in August.
*Mary entered motion, seconded by Cindy, that we proceed with the carport roof replacement project for 3225 – 3231 and 3233 – 3239 Stonecrest Court. Vote taken; motion passed. We have a contract in place, and contractor will be asked to proceed with these two carport units.
*Tabled discussion from previous meeting concerning the “Unit records Transfer Fee”; all are in agreement that we initiate this fee. Dave entered motion that we initiate a Unit Records Transfer Fee” for all units sold/purchased effective September 1, 2004 in the amount of $200. Seconded by Anne; vote taken, motion passed.
*New Ohio Condominium Law ORC 5311. Board members are in process of reviewing the changes in this law to determine how/when they will affect Stonebrooke. Several comments were made concerning the changes and it is suggested that we engage our Association Attorney to review the new law and its applications. It was decided that each Board member will review the Law changes and be prepared to discuss at the September meeting. We can then decide on a course of action to have all changes that pertain to our Association incorporated into our Ownership Documents and By-Laws by the beginning of 2005.
*Guest resident/owner Betsy Barber presented revised plans for a new balcony/deck with steps leading from the existing balcony. Motion entered by Mary to accept new plans; seconded by Anne; vote taken; motion approved. Tom offered explanation of procedure to obtain Columbus building permit.

NEW BUSINESS
Several entry doors need to be painted. Anne and Cindy will do inspection and prepare list of doors to be painted; Dave will present list to R & L Construction for painting quote. It is hoped that this project can be completed in a couple of week’s time.
Cindy advised that the hose bib at 3244 Brookview Way is broken. Tom will have the plumber repair.
· It was discovered that while installing a new heating/air conditioning system, the exterior rear wall of a unit was drilled/penetrated in order to install a new and larger refrigerant lines.
All unit owners are reminded that, as condominium owners, we “own” only the air space contained within the walls of our unit. All other areas, including the walls (interior and exterior), ceilings and floor structures of a building are limited common property and, as such, are the property of the Association as a whole. NO construction that involves altering (or adding) any of these building elements in any way, including boring the of any holes into our buildings, cannot be done without prior authorization from the Board of Managers. Any installation, but not limited to, of heating and A/C systems, telephone lines, cable lines, etc., MUST use existing refrigerant /cable, etc., lines and entry points. Altering ( including the addition of any new walls, etc.) any of the existing walls, floors and ceilings of the building in any way will result in fines as well as costs for whatever must be done to restore the area to its original condition.

All non-original decks, balconies and/or patios are the sole responsibility of the unit owner(s) in perpetuity for any/all maintenance and upkeep, including any building damage attributed there from. Any additions, modifications and/or changes thereto, require prior Board of Managers approval. In addition, any desired changes to an original balcony/deck require prior Board of Managers approval and subsequent proof of appropriate building permits before any approved changes can commence.

SIMPLE RULE: IF ANY QUESTIONS, OR ANY DOUBTS, ASK A BOARD MEMBER PRIOR TO HAVING ANY WORK COMPLETED.


REMINDER: ONCE AGAIN, RESIDENTS ARE FORGETTING TO PICK UP AFTER THEIR DOGS. PLEASE BE CONSIDERATE OF OUR NEIGHBORS AND SCOOP UP AFTER YOUR PET. SEVERAL OF OUR OWNERS ARE USING THE GRASS AREA BETWEEN STONEBROOKE VILLAGE AND THE RIVER TO WALK THEIR PETS. IT IS JUST AS IMPORTANT TO BE CONSIDERATE AND PICK UP AFTER YOUR PETS IN THIS AREA AS WELL AS IT IS IN ANY OTHER AREA WITHIN STONEBROOKE VILLAGE.

BOARD OF MANAGERS’ MEETING
MONDAY, JULY 12, 2004

President Myers called the meeting to order at 7:02 p.m. The meeting was held at the residence of Cindy Sasser.

ATTENDANCE: Tom Myers, Dave James, Anne Huber, Mary Wolff, and Cindy Sasser.
Guest Residents in attendance: Marilyn Myers, Diane James.
Presence of a quorum was verified and meeting proceeded.

GUEST COMMENTS: There were no comments, questions from guests present.

OFFICERS’ REPORTS:
Secretary:
Mary presented Minutes of the June meeting. There being no changes, motion was entered to accept the Minutes by Anne, seconded by Dave; vote taken, motion passed. Minutes of June meeting accepted as presented.

Mary then presented report of correspondence sent/received since last meeting.

Mary advised that she needed to purchase stamps. Board approved by consensus.

Treasurer: Anne presented Financial Statement for June 2004. . The highlights are:
Maintenance/Repairs includes:
Payment for gutter cleaning;
Reimbursement to Dave for repair materials
Termite & Pest Control includes;
The renewal of one building with the Sentracon system.
One new Sentracon installation (half payment) for the 3230 – 3244 Brookview Way building.
Office Supplies/Postage includes;
Printing of June Minutes and informational Flyer.

Looking ahead, we can expect the following expenses:
o Due to Peabody Landscaping: $800;
o $12,000 due to wood working contractor.
o Final payment to Terminex for Sentracon system installation.

List of units in arrears for payment of Association dues was reviewed.

Motion entered by Mary, seconded by Cindy to accept Treasurer’s Report as presented; vote taken, motion passed. Treasurer’s Report accepted as presented. (monthly financial statement is attached)

Member at Large: Cindy has nothing to report.

Vice President: Dave advised that old and dead shrubbery have been pulled out at several locations.

The Dublin Road front elevation underground downspout drainpipes have been located and cleared. The underground drainpipes will need to be extended, and this work will be done when the weather gets a bit cooler.

Woodworking project update: It was discovered that the patio fence at 3241 Brookview Way needs to be replaced due to rotting wood and fence posts. The cost is approximately $1200 and by Board consensus, will be added to the woodwork contract.

There is stucco repair work needed on a Brookview Way unit and Dave advises estimates have been requested and are forthcoming.

Work on raising the sinking walkways should begin July 13 or 14 and will take approximately two days to complete.

President: Tom commented on Dumpster use and miss-use. Two unit owners recently deposited trash NEXT TO an apparently full dumpster. Board will look into having signs made for each dumpster advising proper trash disposal as well as the fact that the dumpsters are for the SOLE use of the residents of Stonebrooke Village. Mary to obtain estimates and quotes for dumpster signs.

Tom reported that the subscription for the Condo Owners’ Association website—Regenisis—has been renewed.

OLD BUSINESS: The Board is advised the tree contractor “Trees by Louise” has been sold to “Robinson Tree Service”. Marilyn will contact Robinson to check on the status or our tree removal project, which was to have taken place in July. Marilyn will report her findings to the Board at the next meeting.

NEW BUSINESS
*A proposal was presented to create an Association “Unit Records Transfer Fee” chargeable to a unit when ownership is transferred (sold). Proposed amount is $150. This fee and amount is similar to fees charged by neighboring Condo Associations. Board will consider this action and take a vote on the proposal at the August meeting.

*A proposal was presented to install signage stating “Private Property-No Trespassing—Violators will be prosecuted”. Similar signs have been installed at Walden Ravines, our neighbor Condo Association. It is hoped that this action will help in deterring disturbing activity coming from people using the ravine area and River Park area including, but not limited to paint ball parties, outdoor parties with loud music, etc. Mary will obtain quotes for signs and present at next meeting.

*Mary reported that, per the Community Associations Institute newsletter, new condominium association Legislation would become effective July 20, 2004. Tom will research and obtain copies of the new legislation for Board review.

*It was noted that a sign promoting a current political candidate has appeared in a window of one of our units. The owner will be reminded that no signage of any kind may be posted on the property or in or about any unit, other that the “for sale” or “for rent” signs as detailed in the Association Handbook of Rules and Regulations.

CUDOS: The Board wishes to recognize and sincerely thank those who have assisted in maintenance tasks throughout the village this month: Notably: Dave and Diane James, Eric Lane, Connie Grekowicz. The Board appreciates the help from Association residents who volunteer their time and talents to help maintain our property.

Volunteers are always needed and appreciated. If any resident can “contribute to the cause”, just talk to a Board member or come to a monthly meeting. By working together we can keep our costs down and preserve our property values.
